Military Retiree Identification Cards

Military retiree identification cards are issued by the U.S. Department of Defense (DoD), not the Department of Veterans Affairs. These cards are provided to eligible retired service members and their dependents and grant access to military installations and retiree-related benefits.

A military retiree ID card is different from a VA identification card. VA ID cards are used for VA health care and certain Veteran-related services, while retiree ID cards provide installation access and privileges associated with military retirement status. Please refer to the section on VA ID cards for more information.

The Oahu Veterans Council is not affiliated with the Department of Defense or the Department of Veterans Affairs. We do not issue military identification cards or determine eligibility. Contact a military ID card office for official guidance.

  • Military retiree ID cards are generally issued to:

    • Service members who completed a qualifying military retirement (typically 20 or more years of service)
    • Medical retirees
    • Reserve and National Guard members who have reached retirement eligibility age
    • Eligible dependents of military retirees
    • Surviving spouses of eligible retirees

    Eligibility is determined by the Department of Defense.

  • A military retiree ID card may provide:

    • Access to military installations
    • Commissary privileges
    • Exchange (PX/BX/NEX) privileges
    • Morale, Welfare, and Recreation (MWR) access
    • TRICARE eligibility
    • Access to certain base services such as legal assistance and space-available travel (when authorized)

    Privileges may vary depending on retiree category and installation policy.

  • Military retiree ID cards are issued through Department of Defense RAPIDS/DEERS ID Card Offices. These offices serve eligible retirees from all branches of service, not just the branch located at that installation.

    Branch Coverage:
    This RAPIDS/DEERS office can issue retiree ID cards for eligible retirees of the Army, Navy, Air Force, Marine Corps, Coast Guard, Space Force, National Guard, and Reserves.

    Branch Coverage:
    While located on an Army installation, this RAPIDS office may issue retiree ID cards for eligible members of all uniformed services, not only Army retirees.

    Branch Coverage:
    This office may issue retiree ID cards for eligible retirees from all branches of service, including Navy and Marine Corps retirees.

    Important Information About Retiree ID Card Changes

    The Department of Defense has transitioned to the Next Generation Uniformed Services ID Card, which replaced older paper-based and legacy ID cards with a more secure plastic card format.

    Retirees with older ID cards may be required to upgrade at their next renewal or when directed by the issuing authority.

    Important Notes

    • Appointments are strongly recommended and often required.
    • Bring two forms of valid identification and retirement documentation.
    • Installation access procedures may apply depending on the location.
    • Processing policies and hours may change — confirm directly with the ID card office before arrival.
