Crisis Assistance for Veterans – Oʻahu
Veterans facing eviction, utility shutoff, housing instability, or homelessness have access to emergency support programs designed to provide rapid intervention and short-term stabilization. The resources below connect eligible veterans to immediate assistance for rent, utilities, temporary housing, and case management services. If you are at risk of losing housing, act quickly — many programs operate on limited funding and prioritize urgent cases.

The Oʻahu Veterans Center is not a direct provider of emergency financial assistance, housing placement, or crisis intervention services. We provide information and referrals to connect veterans and families with the appropriate agencies. Eligibility, funding availability, and final determinations are made solely by the organizations listed.

For veterans who are homeless, sleeping in a vehicle, facing immediate eviction, or without safe shelter. This hotline connects callers directly to a local VA Homeless Program Coordinator who can arrange emergency shelter placement, transportation assistance, and rapid housing intervention.
Eligibility: Must have prior U.S. military service. Discharge status will be reviewed, but calling the hotline does not require documentation in hand.

(Social Work & Homeless Program)
Provides emergency housing referrals, case management, SSVF screening, and connection to HUD-VASH vouchers. VA social workers can assist with rapid rehousing and short-term financial stabilization.
Eligibility: Veteran must be eligible for VA health care. Enrollment can often be initiated at the clinic if not already enrolled.

(Homeless Program & Emergency Social Work)
Offers crisis stabilization, case management, HUD-VASH referrals, and connection to medical and behavioral health services. This is the main VA medical center on Oʻahu and houses specialized homeless veteran staff.
Eligibility: Veteran must qualify for VA services. Discharge status and income may affect eligibility for specific housing programs.

Eligibility: Veteran household income typically must be below 50% of Area Median Income. Must demonstrate risk of homelessness (eviction notice, past-due rent, etc.).

Long-Term Housing Assistance (Veterans – Oʻahu)
While emergency assistance programs focus on immediate crisis intervention, long-term housing assistance programs are designed to promote stability, income development, and permanent housing solutions. These services may include rental vouchers, transitional housing, disability benefit support, employment assistance, and structured case management to help veterans maintain safe and sustainable housing over time.
HUD-VASH Program
(Housing and Urban Development – Veterans Affairs Supportive Housing)
The HUD-VASH Program is a permanent supportive housing initiative that combines a federal housing voucher through HUD with ongoing case management provided by the U.S. Department of Veterans Affairs. This program is intended for veterans experiencing homelessness who need both long-term rental assistance and coordinated support services to maintain housing stability.

• Veteran must be eligible for VA health care

Veterans may also speak directly with a VA social worker at the Spark M. Matsunaga VA Medical Center or the Daniel Kahikina Akaka VA Clinic to request screening for HUD-VASH eligibility.

Community Housing & Homelessness Partners
The organizations below provide housing navigation, shelter access, medical respite, and supportive services for individuals experiencing homelessness on Oʻahu. While these programs are not exclusively veteran-specific, many work in coordination with VA staff and veteran service providers and may serve veterans depending on eligibility, program capacity, and funding availability. Veterans are encouraged to identify themselves as former service members when contacting these agencies, as this may assist with referrals to veteran-prioritized housing programs.
